Gewalt Hamilton Associates, Inc. (GHA) provided Phase II design engineering services for the Grass Lake Road Safety Improvement project in Lake County, Illinois. Commissioned by the Lake County Division of Transportation, this project aimed to enhance safety and functionality along a 5.5-mile stretch of Grass Lake Road from State Park Road to Illinois Route 59.

The design included plans for resurfacing Grass Lake Road, which involved removing and replacing 1.5 inches of hot-mix asphalt surface with a 1.5-inch HMA N50 surface course featuring longitudinal joint sealant. Additional improvements included the installation of centerline and shoulder rumble strips and the reduction of through-lane width from 12 feet to 11 feet to provide additional shoulder width for cyclists. GHA determined locations where the existing aggregate shoulder required additional material and detailed these areas in the plans. Spot drainage structure repairs, spot curb and gutter repairs, traffic signal improvements at State Park Road, and detector loop replacement at Illinois Route 59 were also incorporated. GHA engineers walked the project corridor with an LCDOT representative, inspecting drainage structures and determining required repairs to be included within the plans.

GHA’s scope of services included project administration and management, data collection, and a detailed topographic survey. The topographic survey of this long corridor was expedited by leveraging drone survey technology, and only the data required to develop the resurfacing plans was reduced into MicroStation to minimize survey effort. Services included the development of preliminary and final plans, special provisions, and estimates, as well as all necessary coordination with IDOT. Quality assurance and quality control reviews were conducted throughout the process. Because the project was MFT funded, GHA also completed the documentation and exhibits required to receive natural and cultural resource clearances through IDOT’s streamlined environmental clearance process.

IDOT reviewed and approved all work within the State ROW or impacting the State-owned traffic signal at Illinois Route 59.

The Phase II design for the Grass Lake Road Safety Improvement project established a foundation for enhancing roadway safety and usability. GHA’s engineering expertise supported the development of a design that met the project’s objectives and prepared it for successful construction, which was completed in the summer of 2024.
