Gewalt Hamilton Associates, Inc. (GHA) provided design and construction engineering services for the City of Waukegan’s FY2025-2 Road Program, funded through the State Motor Fuel Tax (MFT). The program included roadway resurfacing improvements across 31,825 feet of residential streets throughout the city. Design engineering tasks included visual assessment of pavement conditions, field verification of storm structure adjustments, and curb and gutter evaluations.
GHA prepared contract documents, layout exhibits, and unit quantities in IDOT MFT format using minimal design layout plans in GIS-based mapping. This allowed for cost-effective preparation while still meeting local and IDOT standards. A preliminary and final Engineer’s Opinion of Probable Cost supported the City’s budget planning and bidding process.
The construction phase included full-time observation over an estimated 50-day working schedule. GHA managed punch list creation, progress tracking, coordination of material testing, and daily communication with City staff. The team also supported pay requests, project documentation, and IDOT closeout procedures.
The improvements addressed pavement conditions on 27 separate streets and court segments, including Westmoreland Avenue, Elmwood Avenue, and Pearsall Parkway, among others. The program provided targeted infrastructure upgrades to extend pavement life, improve surface conditions, and support long-term maintenance planning across the City’s roadway network.
