Gewalt Hamilton Associates, Inc. (GHA) provided construction engineering services for the Lake County Stormwater Management Commission (LCSMC) in support of this infrastructure improvement project focused on alleviating long-standing flooding impacts affecting more than 800 properties, businesses, and commuters in Park City. Main roadways such as Washington Street and Belvidere Road, along with numerous local roads, had experienced repeated closures due to flooding events in recent years.

This project was designated as a high priority for a capital improvement grant from the Illinois Department of Commerce and Economic Opportunity (DCEO) due to the area’s location at the headwaters of the Skokie River, which increases vulnerability to flooding during heavy rainfall events. Construction included the installation of over 1,800 feet of 6’x4’ box culvert, storm sewer upgrades extending from Illinois Route 120 south to Greenbelt Forest Preserve, and removal of the stormwater system restrictor plate at the Casimir Pulaski Drive culvert. The work also included reconstruction of Knight Avenue, along with the installation of new roadway drainage structures and associated appurtenances.

Due to the scope of improvements and related impacts, this project required road closures, traffic control staging with detours, maintaining access to adjacent businesses, stakeholder coordination, soil erosion and sediment control compliance, dry utility coordination, and agency coordination with LCSMC, the Illinois Department of Transportation, and the City of Park City to support permit fulfillment and construction sequencing.

GHA provided contract administration and full-time construction engineering services in accordance with IDOT procedures, supporting implementation of the project and delivery of long-term flood mitigation solutions for the surrounding area.
